피지 청소년체육부 장관 라이세니아 투이툼보우
중령으로 예편한 지 6년이 지났지만 투이툼보우 장관의 외모와 행동에는 군인으로 산 세월을 반증하듯 반듯함이 그대로 남아있었다. 딱 벌어진 어깨에 동년배들보다 한 뼘은 큰 키, 무엇보다 울퉁불퉁 굳은살이 박인 손바닥은 그가 조국의 발전을 위해 산전수전 다 치르며 보낸 시간을 말해주는 듯하다.
조국을 위해서라면 어디든 달려간다
지난 11월 23일, 피지 청소년체육부의 라이세니아 투이툼보우 장관이 수행원들과 함께 인천공항에 도착했다. 7월 세계 청소년부장관 포럼 참석에 이어 2015년에만 두 번째 한국 방문이다. 청소년 부처의 수장으로 ‘내 몸도 내 시간도 내 것이 아니다’라고 할 정도로 빡빡한 스케줄을 소화하면서도 그가 시간을 내어 다시 한국을 찾은 데는 사연이 있다.
장관 포럼 당시 주최 측은 행사 프로그램의 일환으로 새마을운동의 발상지인 경북 청도 투어를 마련했다. 1945년 1인당 국민소득 45달러에 불과하던 한국이 70년 만에 600배가 넘는28,000달러로 급성장한 원동력이 된 새마을운동의 자취와 성과를 확인한 장관들은 크게 놀라워했다. 그 중에서도 투이툼보우 장관의 관심은 남달랐다. 귀국하자마자 주피지 한국대사관과 주한 피지대사관에 연락해 새마을운동에 대해 더 자세히 공부할 길이 없는지 문의했고, 마침 11월 24일부터 대구에서 ‘2015 지구촌 새마을지도자 대회’가 열린다는 소식을 듣고 참석차 한국을 찾은 것이었다.
“평소 한국, 싱가포르, 말레이시아 등 단기간에 초고속 경제성장을 이룬 아시아 국가들을 벤치마킹 대상으로 생각하고 있었습니다. 특히 경제개발과 정부조직 혁신을 주도한 한국과 싱가포르의 정치지도자들은 개발도상국의 공직자들에게 훌륭한 롤모델이지요.”
그는 고등학교를 졸업하고 병사로 입대해 장교가 되기까지 군인으로 28년을 복무했다. 나라를 위해 자신의 한 몸 기쁘게 바치는 ‘위국헌신爲國獻身’을 군인의 본분이라 했던가. 현역 시절그가 근무한 나라는 아이슬란드, 스페인, 프랑스, 레바논, 호주 등 10개국에 이른다. ‘중동의 화약고’라 불리는 시나이 사막에서도 1년을 복무했으며, 2005년에는 한국에 와서 휴전선 일대를 견학하고 군사훈련을 받았다.
2009년 제대한 후에는 노동부에서 지역개발 책임자로 일했다. 대도시에서 떨어진 지역에 사는 주민들에게 깨끗한 식수와 전력을 공급하고, 의료서비스 확충, 학교 설립 등의 인프라를 마련하는 것이 그의 임무였다. 책임자가 되자마자 그는 공무원들과 직접 피지 14개 주 구석구석을 돌며 현지 사정을 파악하는 일부터 시작했다. 도로가 닦이지 않은 낙후지역을 찾아가느라 꼬박 나흘을 걷는가 하면, 열 번씩이나 강을 건넌 뒤에야 겨우 목적지에 도착한 적도 있다. ‘우리 마을에 공무원들이 찾아온 것은 처음이다’라며 놀라워하는 사람들도 있었단다. 책임감과 열정으로 일관해 온 투이툼보우 장관의 이야기를 들으니, 열 시간 넘게 비행기를 타는 수고를 마다 않고 새마을운동을 배우러 한국까지 날아온 이유를 충분히 짐작할 수 있었다.
나는 리더십의 모든 것을 군대에서 배웠다
빌 게이츠, 아놀드 슈워제네거, 빌 클린턴, 줄리아 로버츠, 찰스 왕세자… 이들은 모두 피지로 신혼여행을 다녀왔다. 유명인사들이 이 나라를 선호하는 이유는 무엇보다 천혜의 자연조건 때문이다. 실제 하늘과 수면에 비친 하늘이 구분 안 될 정도로 바다가 맑고 푸르다. 마치 밀가루처럼 곱고 하얀 모래로 덮인 백사장등 태초의 순수한 아름다움을 그대로 간직한 피지의 자연은 지금도 세계의 관광객들을 불러 모으고 있다.
관광업과 함께 피지 경제의 한 축을 담당하는 산업은 농업이다. 피지인들이 주식으로 먹는, 감자와 비슷한 카사바cassava라는 작물과 사탕수수가 주요 농작물이다. 초등학교 1학년이었던 소년투이툼보우도 작은아버지를 도와 농사일과 집안일을 해야 했다.
“아홉 살 때 작은아버지 댁에 양자로 들어갔습니다. 친아버지는 저를 포함해 아들 셋과 딸 둘이 있었지만, 작은아버지는 딸만 셋이었거든요. 피지에서는 친척 집에 양자로 들어가는 것이 학교 기숙사에 들어가는 것만큼 흔한 일입니다. 그때부터 고생길이 시작됐습니다. 아침에 일어나 눈을 뜨자마자 카사바를 뽑아 식사를 준비하고, 학교를 마치면 돌아와 집안을 청소하고 장작을 패야 했어요. 특히 작은아버지는 완고한 성품이셔서, 제가 말을 잘 듣지 않으면 회초리로 엉덩이를 때리곤 하셨습니다.”
힘든 시절이었지만 긍정적으로 바라보니 오히려 그런 시간이 자신을 단련시키고 겸손한 마음을 갖게 해 준 기회가 되었다는 투이툼보우. 일 년 365일 새벽같이 하루를 시작한 덕에 고등학교를 졸업하고 군에 입대했을 때도 적응하는 데 별다른 어려움이 없었다고. 군인으로 복무하는 동안 그는 리더에게 필요한 자질들을 터득할 수 있었다고 말한다. 강한 정신력과 인내심, 아랫사람의 마음을 헤아리고 보살피는 통솔력과 책임감, 그리고 상관에 대한 복종이 그것이다.
“군인으로 일하다 보면 동료상관의 지시가 제 생각과 맞지 않을 때도 많습니다. 그런데 순종하고 따르다 보면 오히려 결과가 더 좋더군요. 물론 상관이 특정 인물이나 그룹을 편애할 때도 있습니다. 그렇다고 형편만을 탓한다면 도태되고 더 성장할 수 없습니다. 내일 훌륭한 리더가 되고 싶다면 먼저 오늘 훌륭한 팔로워가 되어야 합니다. 그래야 리더가 되어서도 다른 사람들의 어려운 사정을 이해하고 힘이 되어줄 수 있지요.”
말단직원과도 스스럼없이 이야기 나누는, 소통하는 지도자
피지는 333개나 되는 섬들이 저마다 고유한 문화와 풍습을 간직한 채 살아가는 나라다. 이는 훌륭한 문화자산이지만, 한편으로는 국가의 단합과 발전에 큰 걸림돌로 작용하기도 한다. 청소년들이 뿔뿔이 흩어져 공교육의 혜택을 제대로 받지 못하고 있기 때문이다. 고향을 떠나 학교가 있는 대도시에서 유학을 하는 것도 경제적으로 큰 부담이다. 그래서 매년 2만 명 가까운 학생들이 학업을 중도에 포기하는 실정이라고 한다. 이런 문제를 극복하고자 위성 교육방송 보급, 저금리 학자금 대출 등을 실시하고 있지만, 기대만큼 효과를 거두지 못하고 있어 투이툼보우 장관은 시름이 깊다. 최근에는 스마트폰이나 태블릿PC가 보급되면서 걱정거리가 하나 더 늘었다고 한다.
“스마트기기 때문에 사람과 사람 간의 소통이 사라졌습니다. 하루는 집에 갔더니 아들과 조카 녀석이 스마트기기에 빠져 인사도 하지 않는 거예요. ‘얘들아, 고개 들어 나 좀 봐. 너희들 지금 뭐 하니?’라고 물었더니 둘 다 친구랑 SNS를 하고 있다는 거 예요. 몸은 같은 공간에 있어도 마음은 전혀 흐르지 않는 거죠.
제가 어릴 때만 해도 가족과 자주 대화하며 어른들의 지혜를 배우는 시간을 갖곤 했는데….”
그는 직원들에게 늘 소통을 강조한다. 한 달에 한 번 그는 청소년체육부 전 직원과 대화의 시간을 갖는다. 이 시간만큼은 말단직원도 상관에게 아쉬웠던 점이나 불만사항을 스스럼없이 이야기할 수 있다. 상하 간의 소통을 장려하고 더 나은 해결책을 찾고자 마련한 자리이기 때문에 발언 자체를 문제 삼거나 불이익을 주는 일은 전혀 없다고 한다. 또한 투이툼보우 장관은 보다 더 넓은 소통을 위해 직원들과 함께 대엿새씩 지역의 청소년들을 만나 그들의 고민을 듣고 더 나은 청소년 정책을 개발하는 지역순회 프로그램에도 적극적으로 참여하고 있다.
남태평양에서 가장 부유한 나라라고는 하지만 1인당 국민소득은 5천 달러 수준. 그럼에도 몇 년 전 갤럽에서 57개국 52,287명을 대상으로 실시한 행복지수 설문에서 국민의 89%가 ‘나는 행복하다’고 대답해 눈길을 끌었다.
들판 곳곳에서 주식작물인 카사바를 손쉽게 캐낼 수 있고, 바다에는 참치 등 수산물이 풍족하다. 여름 평균 최고기온이 31도, 겨울 평균 최저기온이 19도 정도로 기후도 온화하다. 내일을 위해 아등바등 조급하게 살아야 할 필요가 없기에 사람들의 성격도 여유롭고 행복지수도 높은 것 아닐까. 실제로 피지에서는 어딜 가든 ‘불라’ 하고 현지어로 인사하며 미소를 보내는 사람들을 쉽게 만날 수 있다.
About 89% of the Fiji Population Say “I’m Happy.”
Located 4,600 kilometers east of Australia, Fiji is in the center of the seven main Pacific island countries such as Samoa, Tahiti, and Tonga, and is therefore known as the “crossroad of the South Pacific.”
Although it is the wealthiest nation in the South Pacific, the GDP per capita is only 5,000 US dollars. However, several years ago in a happiness poll by Gallup conducted for 52,287 people in 52 countries, 89% of the Fiji population said “I am happy,” and this gained much attention.
Their staple food cassava, can easily be harvested from anywhere in the field, and their seas are filled with tuna and other marine products. The weather is temperate as the highest summer temperature reaches 31 degrees Celsius, and lowest winter temperature reaches 19 degrees Celsius. The reason for their high happiness index may be that people are not in a rush to prepare for tomorrow, and so their personalities are relaxed. Wherever one ventures in Fiji, one will easily be greeted by the people with smiles saying “Bula (Hello)” in the local language.
Despite being six years retired from the military, Minister Laisenia Tuitubou’s appearance and posture still resembled that of a soldier. Broad shoulders, a head taller than his fellows, and more than anything else his rough rugged hands, seemed to reflect the past times and difficulties experienced for the development of his country.
Ready to Venture Anywhere for His Country
This past November 23rd, Honorable Minister for Youth and Sports in Fiji, Mr. Laisenia Tuitubou arrived in Incheon International Airport with his assistants. Following his visit for the World Youth Ministers’ Forum in July, it was his second visit to Korea. Being the head of his ministry, “my body and time do not belong to me,” is what he said as he busily handled his schedule and put in the time to visit Korea once more.
During the Ministers’ Forum, the organizing committee prepared a tour of Cheongdo in Gyeongbuk Province, the birthplace of Saemaeul Movement. The ministers were very shocked when they found out that it was Saemaeul Movement which led Korea’s GDP per capita to grow by over 600 times from 45 US dollars in 1945, to 28,000 dollars in a span of 70 years. Amongst these ministers, Mr. Tuitubou’s interest in this movement was even deeper. As soon as he returned home, the minister contacted the Embassy of Fiji in Korea and Embassy of Korea in Fiji, and asked if there was a way to learn about Saemaeul Movement in more detail. He was then informed of the 2015 Global Saemaeul Leadership Forum taking place in Daegu on November 24, and came to Korea to participate.
“I have always benchmarked Asian countries that experienced high economic development in a short period of time, such as Korea, Singapore and Malaysia. Political leaders of Korea and Singapore, who brought about reformations in their government structure and economic development, are especially great role models to public officials of developing countries just like me.”
After graduating high school, he enlisted in the military and served for 28 years. He mentioned that a soldier’s duty was to devote one’s life for one’s country. While in service, he worked in 10 countries such as Iceland, Spain, France, Lebanon, Australia etc. He even served a year in the Sinai Desert, also known as the “explosive warehouse of the Middle East,” and in 2005, he visited the ceasefire line in Korea and received military training
After retiring in 2009, he began to work as a regional development officer in the Ministry of Labor. His task was to provide clean water, electricity, expand medical service, establish schools and build infrastructure for regions that were not part of urban cities. As soon as he was appointed, he visited each of Fiji’s 14 regions in order to identify the conditions there. He had to walk for four days straight with his staff because of unpaved roads in rural areas. Sometimes they had to cross 10 rivers before reaching their destination. Many of the local residents were shocked and said, “This is the first time we have seen public officials visiting our village.” As I heard of how Minister Tuitubou worked with such passion and responsibility; I
could fully understand the reason why he flew 10 hours by plane to Korea in order to learn the Saemaeul Movement.
I Learned All Characteristics of Being a Leader from the Military
Bill Gates, Arnold Schwarzenegger, Bill Clinton, Julia Roberts, and Prince Charles have all visited Fiji for their honeymoon trip. It is difficult for one to differentiate between the actual sky and the sky reflected upon the clear blue sea in Fiji, and the sandy beaches are covered with fine flour-like sand. Fiji has maintained its beauty since the beginning of time, and therefore still attracts tourists from all over the world. Along with tourism, another portion of Fiji’s economy relies on agriculture. The major produce and staple food for Fijian people are cassava, which are potato-like crops, and also sugar canes. When Mr. Tuitubou was a small boy in his first year of elementary school, he had to help his uncle with farming and housework.
“I entered my uncle’s home as a foster son when I was nine years old. My biological father had three sons and two daughters including me, but my uncle only had three daughters. In Fiji, entering a relative’s home as a foster child is as common as entering a boarding school. I began to suffer from that moment on. As soon as I opened my eyes in the morning, I had to wake up, gather cassava and prepare the meal, and after finishing school I had to come home to clean and chop firewood. My uncle was stubborn, and so if I did not listen to him he would spank my behind with a cane.”
Although it was a difficult period, when he looked back on it positively, those times trained him and were an opportunity for him to learn a humble heart. After starting each day in this manner for 365 times in a year, he finally graduated high school, and when joining the military he had no problems adjusting. He said that while working as a soldier, he learned the qualities of becoming a leader. Such as having a strong mindset, patience, consideration and taking responsibility for his subordinates, and obedience to his superiors.
“When serving as a soldier, there were times when my superior’s commands did not suit my thoughts. But when I obeyed and followed, the results were better than I expected. A superior may favor certain people or groups. However, one will be surely falling behind and not be able to grow for blaming the circumstance. Hence, you must first become a great follower today in order to become a great leader tomorrow. Then even when you do become a leader, you will understand other people’s situations and be able to give strength.”
Communication Leadership That Reaches Openly to Even the Lowest Subordinates
Fiji is a lively country that consists of 333 islands, each with their own indigenous culture and customs. Therefore it is a great heritage site, but on the other hand it is becoming a huge obstacle for the country’s unison and development. The youth are dispersed and unable to equally receive the benefits of public education. Leaving rural areas and studying in urban cities is also a financial burden. As a result, every year 20,000 students drop out of school. Education broadcasts and low interest student loans have been provided to address this issue, however the results have not satisfied the expectations, and this has troubled Minister Tuitubou deeply. The spread of smartphones and tablet PCs have only added another source of concern for him.
“Due to smart devices, communication between people has vanished. I once went home and saw my son and nephew not even greets me because their figures were dancing on smartphones. ‘Hey, raise your heads and look at me. What are you doing?’ They were both speaking to their friends via SNS. Their bodies were in the same place, but their hearts were not flowing together. When I was young, we would speak frequently with our family and learn wisdom from adults.”
He always emphasizes communication to his staffs as well. Once a month, he holds a conversational meeting with all staffs in the Ministry of Youth and Sports. During this time, even the lowest ranked staffs can freely express their inconvenience to their superiors. Comments are not considered to be offensive nor a problem, since the reason behind it is to find solutions through communication between senior officials and lower ranking staffs. The minister himself along with his employees also meet youths from in regions for five to six days, and listen to their concerns during this regional tour so that better youth policies can be developed.
For nearly half of his 60 years in life, Minister Tuitubou lived as a soldier who “lived and died by the command.” He had the choice to enjoy retirement by receiving pension and spending time with his wife, three grown sons and one young daughter. However with a tireless drive he continues to work for his country. During his military days he confronted foreign enemies, but now he is living his second life by confronting internal enemies such as youth unemployment and challenges. His final position in the military was lieutenant colonel, which in the Korean military would mean that he would have been a battalion commander over 500 soldiers. Nevertheless, the sacrifice for his nation and his belief and passion is enough to even handle tens of thousands of people.
